Website's would usually be designed in standard xhtml or PHP format but flash formating can be used in addition to or possibly in place of this if required.
The Xhtml and PHP formats have many advantages over flash website's including better search engine recognition and faster load times. Xhtml or PHP format is generally the preferred design medium.
Flash makes for good presentations however and can be used to produce professional looking results which are unattainable by standard xhtml or PHP coding.
